I understand that you want to be able to disable the attachment preview within Jira Cloud. Unfortunately, this is not something that a Jira site-admin can configure to disable today. We have an open suggestion ticket to track this request over in JRACLOUD-72921.
It might be possible view these attachments links slightly differently in some cases, such as by disabling the new issue view. You can do this by going to your user avatar, and select personal settings. Then disable the Jira Labs new issue view there. Note that this can change the way that some classic Jira software projects will display issues. The issue preview still exists there, but the links to attachments do then appear more as actual links, which you could then right click on to open in a new tab for example. This would potentially bypass the preview. However this new issue view is not something that you can disable in next-gen projects, so this work-around is not exactly what you are asking for here.
I would recommend watching and voting on that issue in JAC to try to help our teams identify and prioritize areas to improve within Jira Cloud.
