How do I create a work break down structure and log and invoice work based on this structure?

My need relates to how I can create invoices based on time logged in jira. We use Tempo for logging work. Have tried to use epics and components but it is not an intuitive way to organize work for this purpose since the structure is not hierarchical.

You can use such plugins as Structure or Big Picture to organize your issues in hierarchy.
