×I would like to create a template with pre-defined backlog functions, workflows, etc., that can be selected when creating a new project. How can I do this?

If you plan to use company managed projects, then basically every project can be a template. Just create and configure a project as you have it in mind and give it a name that makes it easy to retrieve it as a template (something like: My Company's Development Template).
When you create a new project, select any existing template, go through the normal steps of creating a new project and then, when you get to the screen where you need to enter a Project key and name and select the option to Share settings with an existing project:
Right there you will be able to select your own project template. It will ignore all the steps you went through.
Unfortunately, as far as I know there is currently no option to add your own templates to the list of available templates when you start creating a new project. So you'll need to go to a few irrelevant steps first during the creation process, but it does work this way.
