When you say 'all the issues that has been released', am a bit not clear, do you mean all issues that belong to versions that are released in GH?

If that is the case, isn't a straightforward case of query with all the versions that are released selected in the FixVersion field?

When you release a version in GH, Closed issues are not modified. The unresolved ones which has the FixVersion set to the version your are releasing is showin in the pop-up dialogue to move then to a new version or remove the fixVersion value. Those issues get updated with the new value for FixVersion.
