How do I create a 'Tool Tip' or 'Hover Over' text display from template document in JIRA ?

Hi Team,

I would like to create a “Tool Tip” or “Hover Over” from template document that appear in the “Description”, “Customer Impact” and other fields as well in JIRA.  In order to move one step closer to obtaining good bug reports, templates that describe the intent of a field allows one to obtain context-specific information by providing guidance in entering information saves time and helps maintain consistent information for a field across bug reports. So that, I would like to add template document in those fields which will appear in a 'Tool-Tip' type of display when the user hovered over the word.

Is there any method for doing this?

Has anyone addressed this question, I would like to find a way to hover or provide a tool tip that explains fields within issues i.e Cost of Delivery, then a short description
