How do I create a Group so I can then set up a Closed Dashboard?

I'd like to create a Dashboard that can only be viewed by certain members of our project team. It looks like to do this I need to create a Group but I cannot see how I do or request this.

Hi Michael - Welcome to the Atlassian Community!

You will need to have Org Admin or User Access Admin permissions. 

Go to Settings (gear icon in upper right) > User Management

Then click on Groups on the left side.
