How do I become a JIRA or Project Administrator? Or, how can I find a JIRA Admin in my department?

I would like to setup a new Kanban board and need to create a project to do this. Since I don't have access rights to setup a project, how can I do this?

do you have an IT group? and IT ticketing system? Reach out to IT and request permissions to create projects.
