How do I allow users to allow put others on issue's watchlist?

As an admin I can put people on jira issue watchlists. I wish to give the ability for one of my users but I don't want to make them an admin. Is there a way to give them just that ability?

You would need to give him "add watcher" permission in your permission scheme
