How do I add swim lane?

The help says go to your board and choose configure, but from this board there is no "configure". There is no three dots, nor cog for settings.  And this board although it says board at the top, doesn't appear in my "boards" menu.

I think you're looking at the docs for Scrum or Kanban boards in JIRA Software, while looking at the more simple business boards that are part of JIRA Core?
