How do I add newly created Issue Types to the existing Project Management workflow?

I have created additional new Issue Types "Bug" and "Inquiry" and want to have them associated with the "Project Management" selection by default when a new Project is created.

The current default Issues Types for the Project Management workflow when a new Project is created are only "Task" and "Sub-Task".

In order for me to add the new Issue Types to a Project I must first create it with the limited "Task" and "Sub-Task" Issue Types and then use the Administration tool to individually edit the "Issue type schemes" in order to add my custom/new Issue Types.

You need to do it once for a project and then you can create a new project with shared configuration. In this case the new project will have the same schemes as the existing project. You can find more info here:

I don't want to share project configurations though as that would then mean that any change to the configuration will affect all shared projects.

Is there no way to modify/update the Project Management workflow template?

No, it's effectively hard-coded, I'm afraid you'd have to hack into the core coding.
