Do I have to go into Settings, create a new Group, and go through the exhaustive list of permissions and assign them individually to this user? I really just want to give him the same permissions as my other team members have for all their project, but in this case for just the one specific project. I do not want him to see any of our other projects.
Have a look at the project permissions. In there, there is a rule for who can "browse project". You need to make sure that your user meets the rule.
Ideally, the rule will be something simple like "Role: users", which means you can add them to the project as a user and that will get them in (without granting them access to anything else)

Thanks for your response. The issue is not the amount of access to the specific project. They can have full read/write and even more. The issue is how to quickly, and easily, grant access for an outside user, to one specific project and that one project only.
Normally, in other project management apps I've used, you simply add a person to a project and assign a standard role (which can then be changed or updated).
