You will need to give the case worker access to the project in which they would see everything. You can use issue security to hide issues unless they are assigned to an individual. None of the rest make any sense at all. The link you kindly shared is not clear to me. The vocabulary is opaque.
Basically I want to include a new caseworker who can only access the cases assigned to them, and a second caseworker who can access all the cases we have logged on our system.
