How do I add Assignee column in the risk register view?

I think you are asking if there's a way to make the Assignee column appear on the Risk Register view for all users. The column selections are stored on a per-user basis, so each user who wants to include that column will have to add it themselves. Obviously, there would be value in a global default for the columns, but that's not how it works at the moment.

Risk Register doesn't appear to be a built in function of JIRA Cloud, and there appear to be multiple apps that provide that kind of functionality.

Which of those apps are you using? And have you reviewed the documentation for that app to see if it has the answer?
