I am Kristóf Herzsenáth project coordinator at United Consult Ltd (Account # ….). We are establishing our department level resource planning system in JIRA. However, we faced two major problems which is blocking us from the successful project. Related to JIRA and TEMPO add-on we would like to ask for your help in the following tasks:

I would recommend ActivityTimeline - the resource planning plugin that includes Planning view, Tracking view and Reporting. One of many report is "Planned vs Logged by Team" and "Planned vs Logged by Project".

I only see suggestions to install yet another plugin.
We are using Tempo and have now started to test the generic users. It looks very promising and the major gap is what you explained -> once you generate a report - the generic user is nowhere to be found.
A workaround I see is to create real users in Jira (for which you'll have to pay) but you use them only as a replacement for the generic accounts.
I would rather see a reply of the Tempo team ofcourse :-).

I think the reporting problem can be resolved using the eazyBI app for Jira. If you use a custom field to indicate the competencies needed for specific issues, you can have a report in eazyBI of planned/actual hours by respective values of the custom field.
For instance, I planned time on issues with a custom field (T-shirt); I can have a report in eazyBI:
