How could I configure Description field editing tools set / Can't attach file using Ctrl+V

I have a general problem of not being able to add attachment with key-combination (Ctrl+V) to the issue if creating it using direct URL, e.g. like this: https://alycecom.atlassian.net/CreateIssueDetails!init.jspa?pid=10410&issuetype=10103&priority=3&labels=boston

( however the "Attachments" field is available and I can attach files by browsing File Explorer and choosing the desired one )I also noticed that "attachment" picto is not available in Description edit-tools bar. It is though available if I access issue creation form in a regular way (clicking "+" button)

The questions here are:

• what's the difference between two ways of accessing "issue creation" form?
• how could I make the URL-way work the same as regular way? should I pass any additional params in the URL?
• what's the way of text field edit-tools bar configuration ?

I assume it is somehow connected to Screens configuration, but have no idea how to fix it.
