How come some of us cannot add watchers to a ticket, but some can?

I am trying to add a watcher to a ticket but when clicking on the eye to add a watcher, there is no option to add them. However, they do have the ability to add me as a watcher in the same scenario.

Is there a setting somewhere to give permission to add watchers?

Can you check if you have the manage watcher permission in the project.

I'm assuming this is something that needs to be done by the Admin?

Yes, admins need to update the permission scheme or the groups/roles of the users (depending on what the permission scheme says)
