How can you edit entities.xml to deactivate users that have been sent invites but not accepted

I am importing a cloud backup to a new instance and want to deactivate all invited users that have never accepted the invite as they are shown as active and are billed. I have managed to deactiv all active users by changing active=1 to active=0, but it does not do anything to the invited ones.

My edit disabled everyone active but not those who had never accepted their invitation.  I had to manually edit each one after import

Hi Kay,

If you changed this information on an entry like the above, the users should be imported as inactive:

<User id="12345" directoryId="1" userName="angelica" lowerUserName="angelica" active="1" createdDate="2018-08-16 15:15:49.178" updatedDate="2018-08-16 15:15:49.178" displayName="Angélica Luz" lowerDisplayName="angélica luz" emailAddress="angelica@domain.com" lowerEmailAddress="angelica@domain.com" credential="nopass" externalId="5ade10bdb013132e70fdb5d5" localServiceDeskUser="0"/>

How are their profiles appearing on Site administration > Users? Are they showing as active?
