How can you add a budget with a burn rate to a project?

We are looking to track Project budgets and we are trying to find a way to track a project budget along with the burnrate for tasks and time.

You're probably going to have to look at Marketplace plugins that supplement time tracking.  Tempo readily comes to mind with what you're looking for.
