Hey, we haven't got the Tempo plugin, so we use the Jira Reports to show all worklogs associated with projects. I want to give this permission to our new bookkeeper to read these reports without jira-admin permissions. Ideally I want them to have the same access as a normal users (add tickets, do work etc) but in addition be able to run and read reports for all users and all projects worklogs. I do not however want to give them full jira admin rights.

jira admin rights is not required to view the worklogs.
I think 'browse issues' permission is sufficient. If they want to enter worklogs as well, you can give the 'Work on issues' permission.

then all you have to do is adding the your bookkeeper to all levels of all issue security schemes so that he/she is able to view all issues ;-)
You can add him as a single user, a group he is member of or a project role.
Depending how you security levels are configured you have to choose the appropriate way to add him/her to all the security levels.

if you are using standard Jira without any customizations related to time tracking / worklogs,viewing worklogs is not restricted at all. That means everyone can see all worklogs.
There are permissions related to worklogs but they related to the ability to create, edit or delete worklogs. Please see Managing project permissions for details.
So you don't have to grant your bookkeeper admin permissions. Just be sure that he/she can access all issues (incl. ones with issue level security).
