We have created a Project in our Jira Cloud environment. We want to use the project as a template for future projects. Not all future projects will need or have the same tasks that exist in this Original/Template project so we would like to be able to edit it as well.
Is this possible without Add-Ons or additional costs?
Jira Cloud doesn’t currently offer a native way to duplicate a whole project. If you are willing to use a third party app, our app Deep Clone for Jira lets you copy an existing project (or just its issues) and use it as a template in minutes. With its Advanced Project Clone feature, Deep Clone can also clone team-managed projects.

What type of project is it? Get that information from the Type column on the View All Projects page under the Projects menu.
If the project is Company Managed, then during creation of a Company Managed project there is an option to Share Settings with another project. When you use that option and specify another Company Managed project, then the new project shares all the Schemes of the specified project. This is sharing not cloning the schemes. Any changes made to the schemes affects all projects that share the schemes.
Sharing configuration elements is not supported for Team Managed projects.
For the Jira Enterprise subscription Project Templating was recently introduced, but that would require you to increase your costs for an Enterprise subscription.
Otherwise, Jira does not provide a UI for project templating/cloning of configuration elements.
There are add-ons that provide that functionality, but they are not free.
You might be able to create a custom solution using the Jira REST API. I have not explored that option in detail.
