Our Jira Software admin is gone and we must access our Jira account ASAP to add a new admin.
Is there a way for a non-admin user to contact Jira support or submit a support ticket?

You can register on https://support.atlassian.com/contact and raise an issue there.
Even if you are not aware of your SEN you can still get support but it might take a few more steps and take a little longer.
I’ll see what I can do about escalating this question too.

In order to contact our support, you need to be a site administrator or a trusted user.
Checking the details of your site, I can see that there are four site admins and you are one of them, so you should be able to create a ticket using the URL provided by Laura and Dirk.
