You are receiving the “Cannot add application” error because your Confluence instance has been deactivated and deleted. While Jira and Confluence live on the same URL, Atlassian tracks activity for each product individually; if one is not used, it is deactivated even if the other remains active.
Your Confluence instance was deactivated for inactivity on October 4, 2025. Because you are on a Free plan, the data was permanently purged from our servers after the standard 60-day grace period, per our Track storage and move data across apps | Atlassian Support.
Since the status is now "Deleted," the previous content is unrecoverable. You can start fresh by adding a new Free Confluence subscription to your existing site via the "Discover more" or "More Atlassian products" section in your product switcher. To prevent this in the future, ensure at least one user accesses Confluence every 30 days.

Have you previously used Confluence on your site? If so, and you had an unpaid bill at the time, that previous unpaid bill might be blocking the addition of the app.
