How can i add permisions to a specific user to edit the workflow.

i want few users (other than administrator)to have permissions to create/ edit the workflow .can i create a separate group for such users.can i do this and how to do it?

There are two levels of Administrator users, one can do everything, the other one is limited to Jira application administration, which includes workflow editing. That might be what you need, but be aware that it allows a lot more than just workflows.
