I create an Incoming mail in Jira Software with ssl.ovh.net (IMAPS) and a username@domain.fr
I create a mail handlers with an issue type Request to notify users.
- When a user of Jira send a mail at username@domain.fr, an issue is create in Jira and the user of jira receive a mail of notification.
- When an administrator of Jira update the issue, the user of Jira receive a notification.
But...
When a non-user of Jira send an email at username@domain.fr , ReporterGroup receive a notification by mail and an issue is created in Jira
But
- The non-user of Jira isn't notify by mail.
what configuration needs to be in place for the non-user of Jira to be notified by email ?

Jira is designed to only be able to send notifications to registered users. Jira is not designed to send notifications to other non-registered email addresses. I think that might be to avoid the potential misuse for things like spam. It is possible to allow unregistered users to create issues in some cases, such as using a default reporter (who is a registered user), but doing this changes the value of who reported the issue.
If you are concerned about making these users registered users because of licensing costs, then it might be worth looking into using Jira Service Desk. The advantage there is that you can have an unlimited number of users in the customer role. These end up being registered, but unlicensed users that only have access to the customer portal. However they can still have their emails sent to that Service Desk mailbox generate Jira issue and send them reply notifications.
Alternatively, there are other plugins in the Marketplace that can be used to make Jira send notifications to external users. You might take a look at Email this Issue for one example. My understanding is that this particular plugin does allow you to send notifications to external users where native Jira does not.
