They need to be granted permission to see the dashboards by someone sharing the Dashboard with them.
As I understand it, even with org admin rights, I will not see all dashboards?

Correct. It all depends on who the dashboard is shared with (as well as the underlying filters must be shared).

Org Admin can change the ownership of any user's dashboard, allowing the new owner to edit and modify it.
Before you begin: you must be logged in as a user with the Administer Jira global permission.

That's controlled under Settings > System > Global permissions. See the section for Share dashboards and filters. The Org Admins group is probably listed there.
