How can I use JQL to filter a Team-managed project's issues by backlog or board?

With team-managed software projects, we have some "To Do" items that are in the project's Backlog, and some "To Do" items that are on the project's board. This is great, but we really also need a way to search for and differentiate those issues in custom filters.

From some research, it looks like enabling sprints can make it possible to filter "Board" issues by checking the sprint attribute, but that doesn't appear to work if sprints are not enabled (and we don't want to enable sprints).

If there is an existing issue for this that I can upvote, let me know 🙂
