During or at the end of a sprint it often occurs that we need to change the original story point estimate on a User Story/Task due to changing requirements or because we move the item into a new sprint with a reduced workload left to be completed.
I believe JIRA already offers the ability to track time estimate changes on items, however, we want to stick to story points.
Being able to see estimation changes over time for an item would help us better analyse the team's velocity and understand why tasks might take longer than expected.
What's the best way to gain insight into story-point changes on any given item?

There is not a built in method to query the changes on Story Points, though each change should be getting noted in the History for the issue, and is also shown in the Burndown Chart for changes within a single sprint.
Responses on this post include suggestions about a few add-ons that might help. I have not used these add-ons, so can't speak to whether they would actually address your need.
