How can I track in JIRA fractional allocation of resource time against categories of Eng and BUs?

Hi all,

Current our data technology team are ticket-takers. We want to move to shift towards becoming fulfillment partners and communicate back to the business man-hours invested compared to value generate for the business (e.g., man-hours saved or productivity improvement). I want to re-engineer the intake process to account for the financial value of each engineering task. One challenge we have is that the majority of the tickets are small requests (dashboard enhancements, support tickets, etc).

I've seen companies such as Jellyfish but wondered what was possible via JIRA or more affordable plugins?
