How can I stop users from modifying issues (adding comments) when they are not logged in?

How can I stop users from modifying issues (adding comments) when they are not logged in? It is difficult to track 'Anonymous user'.

Hi Vani,

Simply remove the permissions to edit issues or create comments for Anyone in your permission scheme.
