Need to set this up in Jira.
Business has high level Themes, e.g. 'Launch Product A'
Within that Theme there are several Technical Epics, for eg:
- Build dev environment
- Build pre prod environment
- build Product A
- documentation for 'Product A'
etc
Requirements:
1. Business wants to see a Burndown / % of tasks complete to achieve the Theme for programme level reporting
2. Developers what to work on Epics that make sense from technical organisational perspective.
Currently client has Business Themes set up as Epics to allow reporting, and there are no technical Epics so team is struggling a bit as from development point of view set up doesn't make sense.

How do I set Jira up to meet both requirements please?
