How can I move an item from To Do to In Progress and back to To Do?

I've created an item and am trying to figure out how to move it BACKWARDS in the columns rather than just forwards?

Moving between columns is actualy changing the status of the issue.  To do that, you move it through transitions, which are defined by the workflow.  The workflow will need to have a transition from the status in the "in progress" column back to a status in the "to do" column.  Then you'll be able to move it.
