How can I lock or minimize long comments in detail view from hiding the issue's description?

We've encountered an issue where writing a comment that is more than a couple lines long takes up the entire detail view (because the comment is floating). Previously, while leaving a comment we were able to scroll up to view the description and previous comments.

Is there a way to stop the comment from floating or limiting the size it can expand to?

I've included two images to try to illustrate the problem we are having.

We regularly leave lengthy comments and find the detail view to be much more useful that going to the issue directly.

Any help is greatly appreciated.

Edit: This feature is apparently the docked comment bar. I don't remember it being an issue before today, did something change recently? Ideally we'd be able to limit the size that it can grow.

Absolutely.

I asked the question before opening the ticket but have left the question up so that, when a resolution is found, I can add the answer here for others in the same position to find a solution quicker.
