How can I link the 2 issues with subtasks when a new fix version is created automatically?

Hello! 

I am trying to create an automation rule where when a new fix version is created it will create 2-3 parent tickets that are blocked by each other.

Sample:
Story 1 - with subtasks

Story 2 - with subtasks is blocked by Story 1

Story 3 - with subtasks is blocked by Story 2

I have this rule but it doesn't seem to link the tickets even if I use 'relates to' and the rule has successfully run.
