Would it not be better to send your people to Jira so they can fill in the fields directly? Or maybe use an issue collector in your applications?
No, because we are trying to ensure components are set properly and make sure particular pieces in a form so they don't have to read documents on how to populate. Trying to make easier for both those entering request and those accepting JIRA story. the Issue collector seems very simple and one dimensional.
