How can I exclude issues in JQL where the Affects Version = Fix Version?

Current workflow is to mark a bug against an Affects Version once found.  Once the bug is fixed the Fix Version is then applied.  In some cases the both versions are unreleased at the time the bug is fixed so I'm looking to exclude bugs where the Affects Version equals the Fix Version since they are inconsequential to the user.

I think that is impossible without plugin, there some other questions like yours and jira doesn't have this feature.
