I created a new issue layout for my project. When I create a new ticket, the issue layout displays as I expected, and it is the same for some of my team members. However some team members do not see all of the fields. If those team members click the "Configure Fields" link on the Create issue screen, the fields are available for them to select. How can I make all of the fields visible by default for everyone who works on this project?

There should not be a difference in the Issue Layout based on the user for issues in the same project.
Is it possible there are different screens based on the issue type?

The only possible way to make this happen, is not make all fields required. But I don't believe that this is the way to go. :/
