I am managing a project and I currently have two levels, tasks and subtasks. How do I generate a third level that is within the subtasks?
The issues section does not enable that possibility for me...

You can't enable levels in between tasks and sub-tasks or underneath. Out of the box, Jira has an additional level of epics above tasks. Adding Epics as an issue type to your project should already give you that additional level.
On the premium plan of Jira Software, you can add additional levels above Epics and leverage Advanced Roadmaps (Plans) to manage that hierarchy.
If you want to build custom hierarchies of your own and don't want to move to a premium plan, you can look at many custom hierarchy apps in the Atlassian Marketplace that may help you get there.

You can use issue links to create your own custom hierarchy. If you are willing to try out a mktplace app, do take a look at an add-on we have developed for the same use case.
You can view/create your complete hierarchy in a tree view. With Roll up for Time estimates and Story Points and custom number fields ate each parent level.
