How can I change an existing user email?

I'm currently using Jira and Confluence. Some of my users are authenticated with Google. Others with UN/PW and are external. 

We are rebranding and I would like to get all of my users under one roof. Same new domain for all including myself. 

Do Atlassian support this common business requirement? How?

You will need to provision new users in your google accounts if you want to get rid of the username/password ones.

The user/pass ones are not something you own, they are Atlassian accounts that you have chosen to allow into your Cloud system.   You can't change the account details on people's Atlassian accounts, they belong to the person, not a system they might have access to.  You'll probably want to remove those and provision them via your Google accounts.
