How can I capacity plan within Jira?

I was wondering if I can use Jira Premium to capacity plan members of my team. I would need to assign tasks to employees and label how many hours they should spend on that task per day over an extended period of time. Also is there a way I can see if any of my employees are overallocated and I can manage it? Lastly, can I make some sort of dashboard that can for example: make a bar graph that shows what kind of tasks are allocated to individuals?
