How can I automatically create a task/subtask based on the value in a custom field?

I have a custom field that when a value has been entered requires a task/subtask to be created and automatically assigned to a specific user.

The custom field appears on various screens and relates to multiple workflows so I don't think creating a task during a transition will work.

Can I do this in JIRA Core?

You would need to write a listener plugin or use plugins such as Power Scripts or ScriptRunner.
