How can I add initiative or Theme, or basically one more hierarchy level over Epic in Jira cloud?

How can I add initiative or Theme, or basically one more hierarchy level over Epic in Jira cloud?

I was referring to the cloud section of this document - https://confluence.atlassian.com/jiraportfoliocloud/configuring-initiatives-and-other-hierarchy-levels-828785179.html

I checked in both classic and next-gen projects and there is no way I could find portfolio or the steps mentioned in the doc above. Please help. Basically I need the following tree -

Initiative

---Epic

------Story, task

-----------sub-task

You cannot do this within Jira. You could consider Portfolio.

There is no way I can create a portfolio in Jira cloud :(
