How can I add a new Issue Type which works just like a Story?

I'd like to add an issue type, "Engineering Story", which acts just like a story. The intent is to distinguish between user-driven and engineering-driven stories.

I cannot figure out how to do this. E.g., in my new Issue Type there's no estimated time field showing up.

How can I do this? Thanks!
