How can I add a Theme and/or Initiative type in Jira Cloud in order to group multiple Epics into one single 'theme'; specifically for better grouping and portfolio management and progress reporting.

However, I think this might be just for Premium Subscription users and not available for the Free plan.
If you are able, then another note though as the documentation is also somewhat out of date. After you have created the Theme or Initiative issue type, go to Plans > Settings.
Then on the left side menu there will be an option for Hierarchy Configuration.
