How add "Create Project" button in custom vm page in JIRA 7 ?

Hi,

 I would like to add "Create Project" button in our custom page (velocity template), so from there JIRA admin creates a project, How can we achieve this?

We foud that JIRA built in feature uses <a href="#" class="add-project-trigger"> with  class="add-project-trigger" class, in viewprojets.jsp file, can we use same style class in our custom velocity template to bring project create popup in our plugin ?
