How Integrate active directory with Jira Cloud

You will need Atlassian Access for that (assuming by "integrate", you mean "use Active Directory for our user list and authentication)

Yes Nick we need to synchronize all user from AD to Jira Cloud . Could you please help me with detailed steps for this process.

I'm curious to know is there any other option for SSO Jira Cloud with out subscribing to Atlassian Access.

If there were, I'd have mentioned it.  You'll need to look at Access (although Atlassian accounts emulate it too - if I'm logged in here in my browser, I can't get into most of the Atlassian Cloud systems I use as an admin, because they think I'm me as an individual, not me as an Adaptavist)
