I am a new employee and need to create account in Jira
If it is about adding users, this can be done by creating a ticket or by manually adding users in the admin area of the respective project.
The latter requires the appropriate rights, as already listed in the previous comments or contact the administration.
It depends on how your Jira system is set up to handle users.
Some of them will be set up to let you create your own account. There will be a "sign up" link on the log in screen which will ask you for some basic info and create an account. You will probably then need to contact the administrators to get added to the projects/groups/etc you need.
If there is no sign-up option, then you will need to get in touch with your user administrators (possibly the Jira admins, possibly the people in charge of users company-wide if they've got a global directory system for users)
