What do you mean by "rules", and what are these "tasks"?  Sub-tasks?  Related issues?  A process people need to do when a story happens?

Is it relevant only for scrum project or could it be done also for kanban project as well?

I'm afraid "closing user stories with alignment of closing tasks" has the same problem as before - "alignment of closing tasks" is out of context and does not tell us what you are thinking about.

"I found out that rules for tasks could be designed in jira." - this is just repeating the question, but to get us a bit further, I would like to take a complete guess:  Are you using a "next-gen" type project and mean the workflow rules (which are for the project, not tasks)?

If so, then yes, those rules are for any type of next-gen project
