We want to make production and test on same platform for users experiment, We tried couple of times earlier its worked now we are not able to login even with localadmin account

Did you follow the steps from https://confluence.atlassian.com/jira/retrieving-the-jira-administrator-192836.html to create a new localadmin account and ensure that this new localadmin user has all the correct group membership which will allow the user to login?
You may also want to check the order of the directory to ensure that the Jira internal directory is ordered to the top and also confirm if the internal directory is enabled/active. This can be checked on the cwd_directory table in the database.
Did the production instance use Crowd SSO? Ensure that the JIRA/atlassian-jira/WEB-INF/classes/seraph-config.xml file is reverted the the default file if you were previously using Crowd SSO.
