When Migrating from another issue tracker, you will want to get teh data into a CSV or JSON format from the source system then modify the data so that it can be mapped to jira fields as covered in the following Articles:
The articles above will have links to the corresponding CSV or JSON documentation depending on the file type you want to work with. and there are additional notes on the recommended approach to use on the Cloud version of the documentation for various source systems, and VSTS I believe would line up with the Visual studio recommendation of:
TFS or Visual Studio
We recommend exporting your TFS or Visual Studio data to CSV to import it to Jira.
This process has two steps:
- Create a query with the work items that you want to export. When this a query is created, save its results into the Excel spreadsheet.
- Save the resulting spreadsheet into a CSV format.

You can also use a third party app to help with this migration, like:
- TFS4Jira from Spartez
- UseTFS from Pigsty
- Jira Connector for ConnectALL from Go2Group
