You'll need to ask Atlassian where your system is.  There is an option to say "it must be in the EU" when you are creating a new one, which lands it in a data centre in Ireland, otherwise it's in the US, but the plan was to open a number more data centres, and I think there's two more globally.

But there's no easy way to see where your instance is.  https://support.atlassian.com/contact should be able to tell you.
